To reach the fiscal year 2025 cap, US Citizenship and Immigration services (USCIS) will conduct a second random lottery for H-1B speciality occupation visas. Selected employers were given until june 30 to file complete applications for the 85,000 available visas in the first lottery, which took place in March. This second round of the lottery will only be open to employers who registered for the first one.
 

Nearly 480,000 registrations were received by USCIS this year, a considerable drop from the prior year. The previously filed registrations will be used for the new random selection, and the selected individuals will be informed to file an H-1B petition on behalf of a designated beneficiary. When the second selection is finished, USCIS will post information online. The original lottery was designed to satisfy the caps on both normal and advanced degrees. The maximum on advanced degrees has already been reached, thus there won't be another lottery for it.
 

Registrations qualifying for the standard cap or both caps will be included in the second lottery. The advanced degree cap, which provided an extra 20,000 visas for holders of advanced degrees in the United States, will not have a second lottery, which is upsetting for MS students. For graduates of US colleges, such as MS students, this cap usually means more opportunities to get an H-1B visa.

The lack of this second chance makes it more difficult for MS students who weren't chosen in the first lottery to obtain a visa because there is more competition for the few normal cap spots. They are forced to think about other employment possibilities or visa options due to the added stress and uncertainty of this circumstance.
