Quad Leaders Agree on UNSC Expansion, Address Gaza and ukraine Conflicts in Joint Statement

The leaders of the Quad grouping—comprising the United States, Australia, India, and Japan—issued a joint statement over the weekend tackling pressing global issues, including the ukraine conflict, the ongoing war in Gaza, and the much-anticipated reforms to the United Nations Security Council (UNSC).

UNSC Reforms
Following their summit in US President Joe Biden's hometown, the Quad leaders emphasized the urgent need for reforms to the UNSC to enhance its representativeness and accountability. They advocated for expanding permanent membership to include voices from Africa, Asia, Latin America, and the Caribbean. The joint statement declared:

“We will reform the UN Security Council, recognizing the urgent need to make it more representative, inclusive, transparent, efficient, effective, democratic, and accountable through expansion in permanent and non-permanent categories of membership.”

India has been proactive in advancing UNSC reform, actively participating in the Intergovernmental Negotiations (IGN) and advocating for the inclusion of additional permanent members to better reflect current geopolitical realities. prime minister Narendra Modi and External Affairs minister S. jaishankar have repeatedly addressed these issues in their speeches at the UN.

Ukraine Conflict
The Quad leaders, including prime minister Modi, expressed deep concern over the humanitarian crisis in Ukraine. They reaffirmed their commitment to international law, territorial integrity, and sovereignty, condemning the ongoing violence and calling for a comprehensive and just peace. They noted the war’s detrimental effects on global food and energy security, especially for developing nations. Without directly naming Russia, the leaders stated that the use of nuclear weapons is unacceptable, emphasizing the importance of adhering to international law and the UN Charter.

Gaza Conflict
Regarding the Gaza conflict, the leaders condemned the terror attacks on israel on october 7 and underscored the urgency of providing humanitarian assistance to the affected Palestinian regions. They called for an immediate ceasefire and the prompt release of all hostages held by Hamas. The statement reiterated support for a two-state solution, affirming the need for a sovereign Palestinian state while addressing Israel's legitimate security concerns.

The Quad leaders also condemned recent attacks by the Houthis against commercial vessels in the red Sea and gulf of Aden, highlighting how these actions destabilize the region and threaten maritime safety.
