The state's decorum and dignity must be maintained throughout the New Year's festivities.

"Police have issued guidelines for the New Year celebrations," he added. The state must maintain law and order. Businesses will be given guidelines by the police and the civic government. No one should break the law, regardless of whether time extensions are given.

The minister further explained that although a seven-day state mourning has been imposed in honor of former prime minister Manmohan Singh, the government would not halt private New Year's festivities and will only limit government events.
