This peculiar rule stipulates that a person may be penalized for using underpants to clean a vehicle. It stipulates that no individual, business, or organization may sell or offer for sale filthy clothing or cleaning rags for clothing, bedding, sheets, or similar things unless they have been cleaned by boiling them in a solution that contains at least 5% caustic soda for at least 40 minutes.
