During the current third-term BJP-led administration, this will be Nirmala Sitharaman's second full budget. Six complete budgets and two interim ones have already been tabled by her. She has now delivered more speeches about the budget than past finance ministers Morarji Desai, arun jaitley, P. Chidambaram, and manmohan singh combined.

In 2019, Sitharaman introduced a novel approach by substituting the customary leather briefcase with a 'bahi-khata', or traditional account book. The budget is now entirely digital; no paper is utilized, and this year will be no exception.
