Waqf Bill JPC Report: Fierce conflict in Parliament, Shah took charge in Lok Sabha; Rijiju's assurance in Rajya Sabha


On the last day of the first phase of the budget session of Parliament, the report of the Joint Parliamentary Committee (JPC) on the Waqf Amendment Bill was presented first in rajya sabha and then in Lok Sabha. There was a fierce conflict between the ruling party and the opposition. home minister amit shah took charge to assure on behalf of the government in the Lok Sabha. Earlier, Parliamentary Affairs minister kiren rijiju assured in the rajya sabha that no part of the report has been removed.

Amidst the uproar in the Lok Sabha, bjp mp elected from Dumariyaganj in Uttar Pradesh and head of the Joint Parliamentary Committee Jagdambika Pal presented the JPC report on the floor of the House. After this, slogans of Bharat Mata Ki jai were also raised. After this, home minister amit shah said that the Speaker has full authority to keep or remove any part of the report. He said that given the parliamentary procedure and rules, the Speaker has to decide based on fair discretion, to which the bjp has no objection. After this, Speaker om birla also said that the disagreements and all the statements of the opposition MPs have been attached to the JPC report in light of parliamentary rules.

The JPC report was presented in the Rajya Sabha by medha Kulkarni. After the report was presented, leader of Opposition mallikarjun Kharge said that many members disagreed with it. Kharge termed the JPC report as fake and undemocratic. He said that statements are being recorded by inviting members from outside. Such unparliamentary reports should not be made a part of the proceedings of the House. Kharge said that if the voice of dissent is not given space in the report, then in such a situation it should be rejected. He said that the report of the Joint Parliamentary Committee (JPC) should be returned at all costs.


Regarding the JPC report, the Union minister of Environment, Forest and Climate Change said that the rules related to the selection committee have been mentioned in the parliamentary rules from rule 72 to 92. Citing the rules, he clarified that the Chairman has full authority and it is the Chairman's privilege to accept any report. He said that the Chairman has been given powers under the rules. Therefore, the Chairman's decision cannot be termed wrong. The opposition's objection is baseless and factless. The Union minister said that the JPC report has been prepared under the rules. He said that after the JPC report is presented in the house, the opposition is free to discuss it. The opposition is deliberately creating deadlock and disruption.


Parliamentary Affairs minister kiren rijiju said that the allegation of removing any part from the JPC report is false. He said that no rule has been violated. Now when the report is presented on the floor of the house, the opposition members are misleading. Rijiju said that all the statements of disagreement have also been included in the JPC report. All the things are in the record of the House. The behavior of the opposition is condemnable.

Chairman Dhankhar slammed the opposition for creating a ruckus in the rajya sabha despite the clarification given by the government. He said that the Parliamentary Affairs minister has assured the House in very clear words that no part of the JPC report has been deleted. False statements cannot be made on the record of the House. Amidst the uproar, Union Finance minister Nirmala Sitharaman also condemned the conduct of the opposition members.


Opposition member Abdullah questioned how a minister is giving such assurance that no part of the JPC report has been deleted. On thisKiren Rijiju said that the JPC report has been tabled in the house after extensive discussion and brainstorming in the last six months. When the JPC report is presented again for debate in the houseat that time all the members can discuss it. It is ridiculous for the opposition to create such a ruckus. After the uproar over the JPC report and this statement of the government, the Chairman allowed raising issues of public interest during the zero Hour.

Congress mp from Karnataka Syed Nasir Hussain accused Union minister Rijiju of misleading the Parliament. He said that the parts of his dissent expressed by him have not been made a part of the JPC report. The government is giving wrong information in the Rajya Sabha. Apart from him, trinamool congress mp from West bengal Saket Gokhale also said that he wants to record a statement on record on the floor of the house that the parts of his dissent have not been included in the JPC report by calling it unparliamentary and an attempt to create a sensation.
