Birth certificates are now required for anybody born on or after october 1, 2023, as a result of revisions made to the Passport Act by the federal government. Those individuals won't be able to apply for a passport without it.
 
Those born before october 1, 2023, however, will still be affected.  Instead of a birth certificate, someone can obtain a passport by providing optional documentation such as their driver's license or school leaving certificate as proof of date of birth.
