India has now begun to take action against this lobbying.
 
Abdol Hossein Khosrow Panah, the secretary of Iran's supreme Council for Cultural Revolution, remained in india for around a week.  He spoke with officials from the indian government and took part in a number of activities during this time.  The indian government is attempting to influence Iran's position on the kashmir issue with this visit.

Khamenei voiced concern about the state of Muslims in kashmir last year.  On the UN platform, turkey and malaysia have previously brought up this matter multiple times.  The top leader of a friendly nation like iran made an unexpected statement in this regard.  The government is thought to have chosen to send Khamenei a message in order to prevent that circumstance.
