Sheikh Mohammed bin Rashid Al Maktoum, the prime minister of the United Arab Emirates and the ruler of Dubai, made the announcement.  At a uae Cabinet meeting, this decision was formally approved, and the Regulatory Intelligence office was established as a new organization.
