There has been good progress in india towards strengthening panchayats and giving them more powers. According to this report, the powers given to village panchayats have increased. It was 39.9% in 2013-14, which has increased to 43.9% in 2021-22. That is, panchayats have got more powers.
Some states are doing a very good job in terms of giving powers to panchayats. The top 10 states among these are: Karnataka, Kerala, tamil Nadu, Maharashtra, Uttar Pradesh, Gujarat, Tripura, Rajasthan, West Bengal, Chhattisgarh. These states are helping the panchayats to do better work for their area by giving them more powers.
Andhra Pradesh, Himachal Pradesh, madhya pradesh and odisha have also performed well. These states have also made a lot of efforts to empower the panchayats and strengthen them. However, some states and union territories have lagged behind in this matter. Dadra and nagar Haveli and daman and diu are both at the bottom. puducherry is at number two. Ladakh is at number three.
How much has the functioning of panchayats improved?
The functioning of panchayats has improved a lot. According to the report, the 'Functionaries Index' which reflects the status of employees in panchayats has increased from 39.6% in 2013-14 to 50.9% in 2021-22. Apart from this, attention has also been paid to increasing the capacity of panchayats through the National Gram Swaraj Abhiyan (RGSA, 2018). This has also improved the 'Capacity Enhancement Component' significantly and it has increased from 44% to 54.6%.
