The film is based on the villainous character of a very corrupt and bad politician. shankar has approached famous malayalam actor mohanlal to act in it. After hearing the story, mohanlal denied that he did not want to play the villain at present.

The decision was made keeping in mind that it would be possible to do good business in those languages by casting leading actors in other languages in the hugely expensive Pan indian films.
