The story of how delhi got an assembly started from 1952. 1952 delhi was given an assembly as a Part-C state. In 1956 that assembly was dissolved. In 1966, Delhi was given a metropolitan council.

The delhi State Assembly came into existence on 17 march 1952 under the Part-C State government Act, 1951. The 1952 assembly had 48 members. There was provision for a Council of Ministers to aid and advise the Chief Commissioner in the discharge of his functions, with the power to legislate in respect of which the State assembly was empowered to make laws.

Following the recommendations of the States Reorganisation Commission (1955), delhi ceased to be a Part-C state on 1 november 1956. The delhi assembly and Council of Ministers were abolished and Delhi became a Union Territory under the direct administration of the President. There was a demand for a democratic system and responsible administration in Delhi. Thereafter, the Metropolitan Council was created under the delhi Administration Act, 1966. It was a unicameral democratic body consisting of 56 elected members and 5 members nominated by the President.

Even after this, the demand for an assembly continued to be raised. On 24 december 1987, the government of india appointed the Sarkaria Committee (later called the Balakrishnan Committee). The committee submitted its report on 14 december 1989 and recommended that Delhi should remain a Union Territory but should be given an assembly with good powers to deal with matters related to the common man. As per the recommendation of the Balakrishnan Committee, parliament passed the Constitution (69th Amendment) Act, 1991, which inserted new Articles 239AA and 239AB in the Constitution, which among other things, provided for an assembly for Delhi. The Assembly was not empowered to legislate on issues of public order, police, and land. After delimitation in 1992, Delhi got an elected Assembly and Chief Minister after the Assembly elections in 1993.

In the 1977 elections held here, Kalka Das of the Janata party defeated Puran Chand of the congress by 10169 votes. In the 1983 elections held here again, Kalka Das won again. This time Kalka Das won on a bjp ticket. The bjp candidate defeated Rajendra Kumar Bodh of congress by 6480 votes.
