Jeyaseelan (Vishal) is an undercover cop who was assigned the duty of encountering thugs prevailing in Madurai. He meets Sowmya (Kajal) and falls in love with her. He starts his encounter operation with help of his friend Soori and he kills the next one with help of Kajal. After finishing the third one, he thinks that is the end to everything. But there begins the second phase with a master mind behind everything. He was none other than Vishal's own brother Samuthirakani. Vishal is on the hunt and Samuthirakani is close to him at home. Who win's the battle has to be watched on silver screen.

Kajal Aggarwal is just an unconventional addition who doesn't make much of a difference to the movie. Except exposing her waist and curves during song sequences, she hasn't done anything noteworthy. Soori's comedy brings a smile on the tired faces. Samuthirakani as the antagonist steals the show. The way he was furious towards his goals and the way he crosses limits to reach that was well portrayed. Anandraj, Harish Uttaman, Jayaprakash, Aishwarya Dutta and the rest of the cast were just fillers.

The core of the movie itself has a weak base and there lies the failure of the movie. Suseenthiran has penned a weak screenplay and he the output was terrible. Characterization was weak. There are also loads of loopholes in the movie. Velraj's cinematography and Antony's Editing were absolutely brilliant. Keeping the running time to 2 hours and 15 minutes was the biggest plus. Imman fails as music composer. Except 'Silukku Marame' song none of the song is catchy and even that song was loved just because Kajal was exposing her curves a lot. The sound mixing department fails yet again. The gun shots are hearing as if Diwali crackers are bursting. The sets are also not upto the mark and they looked so artificial. 

'Paayum Puli' is an Action thriller which definitely lacks the spark. Though the movie has usual Tamil cinema stereotypes on first half, the interval block and second half saves the movie.  'Paayum Puli' is one of the movie where things would have been better if the director focused more on cop stuff and leaving romance, family bonding and others.
