Reportedly ahead of the 2024 lok sabha elections, the High Level Committee led by former President ram nath kovind submitted its report on ‘One Nation, One Poll’ to President Droupadi Murmu at Rashtrapati Bhavan on Thursday. The 18,626 page long report is an outcome of extensive consultations with stakeholders, experts and research work of 191 days, since the committee’s constitution on september 2, 2023. In its report, the committee concluded that its recommendations will significantly enhance transparency, inclusivity and ease and confidence of voters.

“Overwhelming support for holding simultaneous elections will spur development process and social cohesion will deepen the foundation of our democracy. It will also realise the aspiration of india that is Bharat.” The report recommended that simultaneous polls be held for the house of people and State Legislative Assemblies. It also noted that elections to municipalities be held within 100 days of holding polls at house of people and State Legislative Assemblies. The Kovind-led committee also recommended constituting an ‘Implementation Group’ for looking to the execution of recommendations given by them.

It said to examine and make recommendations for holding simultaneous elections by keeping in consideration the existing framework under the Constitution of india and other statutory provisions. “For that purpose, examine and recommend specific amendments to the Constitution, the Representation of the people Act, 1950, the Representation of the people Act, 1951 and the rules made thereunder and any other law or rules which would require amendments for the purpose of holding simultaneous elections.” The report recommends that in the event of a Hung house, no-confidence motion, or any such event, fresh elections may be held to constitute the new House.
