One of his key initiatives was reviving the long-forgotten tradition of the Gram Sabha, a crucial platform for grassroots governance. On 23rd august 2024, andhra pradesh saw Gram Sabhas across all 13,326 Gram Panchayats, with over 1 crore people participating. Thousands of resolutions were passed across villages, marking a historic moment for rural development and truly celebrating the festival of democracy.

Pawan kalyan emphasized that the Gram Sabha is not just a routine gathering but a powerful movement for people's participation in governance, fostering accountability, transparency, and rural transformation. His call for “Gaon Wapsi” (Return to Villages) aims to reverse rural-to-urban migration, urging youth and women to actively engage in these Gram Sabhas, which will convene four times a year.

This initiative comes at a critical time when the rural-urban divide in india continues to widen. Over the last 25 years, cities like Bengaluru, Pune, and hyderabad have become economic and technological hubs, contributing significantly to India's GDP. As of 2021, the service sector alone accounted for 53.89% of India's Gross Value Added (GVA), and nearly 1.2 lakh startups were registered by 2023. This urban boom contrasts sharply with the struggles of rural india, where basic amenities like sanitation, healthcare, and infrastructure remain significant challenges. Agriculture's contribution to GDP has declined from 24% in 2000 to around 18% in 2020, and rural-to-urban migration has reached unprecedented levels, with 450 million internal migrants as of 2020.

Despite these challenges, some positive developments have emerged in rural india over the past 25 years. The mahatma gandhi National Rural Employment Guarantee Act (MGNREGA) provided employment to over 155 million workers in 2022-23, lifting millions out of poverty. digital payments have also penetrated rural areas, with 650 million internet users in rural india by 2021, representing 47% of the country's total internet user base. Successive governments, from Shri atal bihari vajpayee to Dr. manmohan singh to Shri narendra Modi, have launched various schemes to improve rural infrastructure, sanitation, and livelihoods. Despite prioritizing rural development and allocating significant budgetary resources to Bharat over the last 25 years, the gap between rural and urban india has only widened. Scholars and critics often highlight issues such as inadequate monitoring, misappropriation of funds, and political interference as factors hindering village progress. However, the root cause of these bottlenecks lies in the weakening of the panchayati Raj system. The Reserve bank of India's (RBI) recent report on the "Finances of panchayati Raj Institutions (PRIs)” revealed that each panchayat earned a meagre annual revenue of Rs 21,000 from its own taxes during FY 2022-23. In andhra pradesh, Panchayats contributed only 0.1% to the State's total revenue during the same period.


To reverse this trend, Panchayats must be revitalized as hubs of economic activity, fostering wealth creation, reviving traditional crafts, and curbing rural-to-urban migration. The recent participation of 1 crore people in Andhra Pradesh's Gram Sabhas serves as a model for the entire nation. Grassroots participation must start at the village level, with Gram Sabhas serving as platforms for discussion, debate, and decision-making. The path to an Atma Nirbhar Bharat (self-reliant India) is paved through Swayam Samrddhi & Swarn Gram Panchayats (self-sufficient & prosperous Panchayats) and the spirit of Gram Swaraj, starting with Gram Sabha.


Pawan Kalyan, a hero on the screen, is emerging as a real-life hero for the masses with his Gram Sabha revival initiative. Responding to his call, a humble farmer, Karumanchi Narayana from Mysuruvaripalle in Railway Kodur Mandal, andhra pradesh, stepped forward to donate 10 cents of land to the government for creating a playground and recreational centre for the village's children and youth.
