Why is the appointment of HC judges pending?

The central government has told the supreme court that it has received sensitive material regarding the recommendations made by the Collegium, due to which the appointment of Chief Justices in various High Courts is getting delayed.

This reply from Attorney General R Venkataramani has come in response to a petition filed by advocate Harsh Vibhor Singhal, in which a fixed time frame has been sought for the Center to notify the appointments of judges recommended by the supreme court Collegium.

The Attorney General said this

The petition states that if no objection is raised, or if the appointments are not notified within the specified period, the appointments should be considered confirmed. After this, the Attorney General clarified before the bench that disclosing sensitive material in the public domain would not be in the best interest of the institution or the judges involved, he said, "I have received some information, which is confidential and sensitive, and I would like to put it on record." Next hearing will be on september 20

The supreme court has now fixed september 20 as the date for the next hearing of the case. In July, the Collegium had recommended the appointment of eight Chief Justices in various High Courts, with Justice Manmohan, who is the Acting Chief Justice of the delhi high court, being proposed as the Chief Justice of the delhi High Court.
