Fakhar Zaman could not open due to ICC rules
Fakhar Zaman stayed on the field for less than the stipulated time. According to ICC rules, Fakhar Zaman could not come on the field for the first 25 minutes during Pakistani batting. In his place, Saud Shakeel started the Pakistani innings with Babar Azam. According to rule 25.3 of cricket, if a player of the batting team has not completed the penalty time, then that player is not allowed to bat until the penalty time is completed.
If New Zealand's innings had lasted till 6.25 pm as per pakistan time, then Fakhar Zaman's penalty time would have been completed. In this situation, he could have started the innings but the new zealand innings ended at 6.05. Because of this, Saud Shakeel had to come to open with Babar Azam.
