The Gotham PD series is based on The Penguin's program, as well as the possibility of crime becoming more widespread. Early indications indicate that the show will be place during Batman's first day of crime-fighting, and that it will be a detective story. HBO Max began creating the project in 2020. Of course, that may work, but since Jim Gordon is startled by how corrupt Gotham PD is in The Batman, it doesn't fit into the overall storey. Rather, the GCPD show should expand on the mayor's commitment made at the climax of The Batman — to rebuild and improve Gotham.

By taking this method, both the Penguin and GCPD shows will be able to experience the 2 aspects of Gotham, depicting the city's restoration without the need for Batman to be present. Then, by the moment The Batman 2 comes out, Gotham will be fully operational. Even if the GCPD series ends up being a prequel rather than a sequel to The Batman, it can use the time to establish the court of Owls so that the organisation doesn't appear out of nowhere in the sequel (or third film).
